Оцінка якості зрошувальної води в системі еколого-меліоративного моніторингу

Abstract

Багаторічним виробничим досвідом підтверджено ефективність застосування в умовах Інгулецької зрошувальної системи варіанту «промивка зверху впродовж всього поливного періоду» для забезпечення задовільної якості води (ІІ класу згідно ДСТУ 2730-94) в річці Інгулець, відповідно, і води в Інгулецькому магістральному каналі з останньої декади квітня до першої декади вересня. Але, на даний час вже діють інші нормативи: ДСТУ 2730:2015 «Якість довкілля. Якість природної води для зрошення. Агрономічні критерії», згідно якого вода Інгулецької зрошувальної системи за небезпекою осолонцювання ґрунту вже відноситься до ІІІ класу – непридатна для зрошення без попереднього поліпшення її складу, та Постанова Кабінету Міністрів України від 02.09.2020 № 766 «Про нормативи екологічно безпечного зрошення, осушення, управління поливами та водовідведення», яка взагалі забороняє полив водою з відповідними показниками якості. В сучасних умовах господарювання при формуванні якості поливної води в Інгулецькій зрошувальній системи склалась неузгодженість нормативно-правових актів, яка потребує подальшого вирішення на басейновому (регіональному) рівні. При щорічній розробці та затвердженні Регламенту промивки річки Інгулець слід врахувати вимоги Постанови Кабінету Міністрів України № 766 щодо екологічно безпечного зрошення та управління поливами, а саме, необхідно поліпшити якість води річки Інгулець відповідно нормативів, які встановлені. Зробити це в даних умовах можливо лише шляхом збільшення витрат та, відповідно, обсягів попусків води задовільної якості з Карачунівського водосховища впродовж квітня-вересня. Для цього необхідно виконати відповідні аналізи з урахуванням фактичної якості води в Карачунівському водосховищі та річці Інгулець. Обов’язково слід встановити оперативний контроль якості води річки Інгулець за повним сольовим складом, а не тільки за вмістом хлоридів та передбачити в Регламенті промивки річки Інгулець можливість оперативного корегування витрат попусків у випадку невідповідності показників якості води нормативам Постанови КМУ № 766 та ДСТУ 2730:2015. In modern economic conditions, when forming the quality of irrigation water in the Ingulets irrigation system, there is an inconsistency of regulatory and legal acts, which requires further resolution at the basin (regional) level. During the annual development and approval of the Ingulets River Washing Regulations, it is necessary to take into account the requirements of the Resolution of the Cabinet of Ministers of Ukraine No. 766 on environmentally friendly irrigation and irrigation management, namely, it is necessary to improve the water quality of the Ingulets River according to the established standards, and this can be done in these conditions only by increasing the flow rate and , accordingly, the volume of water releases of satisfactory quality from the Karachunovskoye reservoir during April-September. For this, it is necessary to carry out an appropriate analysis taking into account the actual water quality in the Karachunovskoye reservoir and the Ingulets river. It is imperative to establish operational control of the water quality of the Ingulets River in terms of salt composition, and not only in terms of chloride content, and provide in the Ingulets River Flushing Regulations the possibility of prompt adjustment of the discharge flow in case of inconsistency of water quality indicators with the standards of Resolutions of the Cabinet of Ministers of Ukraine No. 766 and DSTU 2730: 2015.
