Оцінка сталого використання природних ресурсів на території Херсонській області

Abstract

The economic, environmental and social components of a society's prosperity are based on the concept of sustainable development, which is a priority for any country to achieve. Sustainable development is based on the inalienable human rights to life and full development based on the rational use of natural resources and the level of development of resource-saving technologies. The research covers the issue of the state of use of natural resources and calculates the index of ecologically sustainable development of the Kherson region. To compare the obtained results, several regions of Ukraine were selectively selected according to their affiliation to different economic regions and their main development trends. Based on the analysis of the structure of natural resources, an economic assessment of the sustainable use of various types of natural resources in the region is provided. The calculation of the index of ecologically sustainable development of a separate territory on the basis of which the regional development management system can be improved is made. It was found that each of the analyzed areas has specific development trends and, accordingly, differs in the impact of anthropogenic load on natural ecosystems. The applied methodological approaches make it possible to use the obtained information for a reliable assessment of the ecological and economic development of a certain region. On the basis of well-known research methods optimized by us, a system of indicators was created, which, on the basis of an integrated approach, reliably describes the course of the most important economic and environmental processes in a particular region. This system is based on the analysis of a large array of statistical information and provides an opportunity to determine an integral indicator of the ecologically sustainable development of the region, which is essentially the best indicator of the state of use of natural resources. Based on the analysis, a cluster system of indicators was proposed. The first cluster is formed from 40-50 main ecological and economic indicators that reflect the peculiarities of the development of a particular region. The second is based on determining the magnitude of the mutual influence between the three main indicators of the state of the region's subsystems, which is due to their variability. The third one is the index of ecologically sustainable development of the region. It is based on the analysis of indicators of the second level, is a kind of complex indicator, which generally describes the features of the development of the region. A set of factors influencing the evaluation results is determined. The economic policy of the state in the context of effective management of natural resources is studied. Proposed an algorithm for making management decisions based on ecological and economic assessment of the state of the region.

Економічна, екологічна та соціальна складові процвітання суспільства в сучасності ґрунтуються на концепції сталого розвитку, досягти якого є пріоритетом для будь-якої країни. В основі сталого розвитку лежать невід'ємні права усіх людей світу на життя та повноцінний розвиток на основі раціонального використання природних ресурсів та рівня розвинення ресурсозберігаючих технологій. В даних дослідженнях висвітлено питання щодо стану використання природних ресурсів та проведено розрахунок індексу екологічно сталого розвитку Херсонської області у просторовій та часовій ретроспективі. Для порівняння отриманих результатів було вибірково обрано декілька регіонів України за їх належністю до різних економічних районів та їх основних тенденцій розвитку. На основі аналізу структури природних ресурсів надано економічну оцінку сталому використанню різних видів природних ресурсів у регіоні. Зроблено розрахунок індексу екологічно сталого розвитку окремої території на основі якого може бути вдосконалена система управління регіональним розвитком. З’ясовано, що кожна із проаналізованих областей має специфічні тенденції розвитку та, відповідно, відрізняються впливом антропогенного навантаження на природні екосистеми. Застосовані методологічні підходи дають змогу використовувати отриману інформацію для достовірної оцінки еколого-економічного розвитку певного регіону. На основі оптимізованих нами загальновідомих методів досліджень було створено систему показників, яка, на основі комплексного підходу, достовірно описує перебіг найбільш вагомих економічних та екологічних процесів в тій чи іншій області. Дана система базується на аналізі великого масиву статистичної інформації і надає можливість визначити інтегральний показник екологічно сталого розвитку регіону, що по суті є найкращим показником стану використання природних ресурсів. В ході проведених досліджень визначено комплекс еколого-економічних факторів, що впливають на результати оцінки розвитку територій. Досліджено економічну політику держави в контексті ефективного управління природними ресурсами. На основі проведеного аналізу стану використання природних ресурсів була запропонована кластерна система індикаторів еколого-економічного розвитку територій. Проведені дослідження і побудовані системи оцінки дозволять приймати результативні управлінські рішення щодо сталого розвитку області на основі аналізу еколого-економічних показників регіону.
