Формування та використання трудового потенціалу сільських територій

Abstract

Мета статті полягає у визначенні сучасних тенденцій формування та використання трудового потенціалу сільських територій. Об'єктом розгляду є трудові ресурси сільських територій Херсонської області. У статті розглянуто основні фактори, що визначають трудовий потенціал та тенденції його зміни, обгрунтовано пропозиції щодо розвитку трудового потенціалу. Досліджено динаміку чисельності наявного населення в сільській місцевості та природного руху сільського населення області. Визначено причини депопуляційних процесів у сільській місцевості. Проведено аналіз структури чисельності постійного населення за окремими віковими групами і місцем проживання. Досліджено демографічне навантаження на сільське населення працездатного віку. Проведено аналіз динаміки змін показників економічної активності сільського населення, зайнятості та безробіття. Запропоновано заходи щодо збереження, розвитку та продуктивного використання трудового потенціалу сільських територій.

The purpose of the article is to identify current trends in the formation and use of labor potential in rural areas. The subject of the article is the labor resources of the rural territories of Kherson region. The article considers the main factors that determine the labor potential and tendencies of its change, and offers proposals for the development of labor potential. The dynamics of the population size in rural areas and the natural movement of the rural population of the region are investigated. The causes of depopulation processes in rural areas are identified. The structure of the permanent population by individual age groups and place of residence is analyzed. Demographic burden on working age rural population is investigated. The dynamics of changes in indicators of economic activity of rural population, employment and unemployment is analyzed. At the present stage of development of Ukraine, there are negative trends in the rural labor market. In particular, the high level of unemployment among the rural population and the inefficient use of staff in agricultural enterprises. The rural unemployment rate in the Kherson region in 2018 was 6.5% of the economically active rural population, but compared to 2010, the unemployment rate decreased by 10.5 pp and compared to 2016 — by 1.2 pp, which is a positive trend. The main reasons for the rural population's unemployment are the decrease in the attractiveness of jobs and vacancies; orientation of the population to find work in other regions of the country; territorial disunity, lack of transport and transport connectiont; difficulties in employment of people of pre-retirement age, disabled people, youth; decrease in motivation for agricultural work; decrease of working capacity, competitiveness, qualitative characteristics of personnel; long breaks in employment; lack of appropriate professional and educational training, work experience; seasonality of work, diverse nature of work; difficult working conditions; low level of mechanization of agricultural work; low wages, etc.
