Значення та ефективність використання земельно-ресурсного потенціалу аграрних підприємств

Abstract

У статті розглянуто значення земельних ресурсів у продовольчій безпеці країни. Наведено дані фактичної та реальної цінності землі та формування відповідних механізмів її раціонального використання. Охарактеризовано сучасну динаміку земельних відносин в Україні. Проаналізовано ефективність використання сільськогосподарських угідь аграрними підприємствами як основного чинника покращення сільськогосподарського виробництва. Наведено приклади тіньового ринку обігу сільськогосподарських земель. Висвітлено чинники гальмування розвитку ринку землі та умови переходу до поліпшення земельних відносин. Вказано, що напрацювання прозорої нормативно-правової бази ринку землі дасть змогу додатково підтримати малого та середнього фермера і великих українських товаровиробників аграрної продукції, що забезпечить сталий розвиток суспільства, подолання бідності, створення нових робочих місць, економічну стабільність держави та рівень доходів аграрних підприємств.

The article considers the value of land resources in the food security of the country. Food products from land use make up 98% and, in the future, land-use potential will remain the basis of human civilization, despite the advances in genetic engineering and the chemical industry. The data of actual and awareness of the real value of the land and formation of appropriate mechanisms for its rational use are given. Ukraine’s agricultural sector generates approximately 32% of GDP and creates jobs for millions of workers; 40% of foreign exchange earnings that come to the country are produced in the agricultural sector. The modern dynamics of land relations in Ukraine is characterized. Particular importance is attached to the analysis of the efficiency of agricultural land use by agricultural enterprises as the main factors for improving agricultural production. Examples of the shady agricultural land circulation market are given. Depending on the region, the value of the land varies from 20 thousand to 50 thousand UAH/ha; of land in 2017 amounted to UAH 10-12 billion. Through shadow land acquisition schemes in some regions of Ukraine, in the next 5-7 years, up to 80% of Ukrainian lands may change the owner’s rights through emphitus or lease agreements for 50 years. The factors of slowing down of the land market development and conditions for transition to improvement of land relations are highlighted. Among them are: distrust of power, corruption in land relations, imperfection of the Land Code, lack of economic and legal definition of shares, risk of speculation of land plots, etc. Opening the land market can provide additional GDP growth of 1.5%. With a GDP growth of 2-3%, this will give a tangible impetus to economic development. It was pointed out that in developing a transparent regulatory framework of the land market, which will further support small and medium-sized farmers and large Ukrainian producers of agricultural products, which will ensure sustainable development of society, poverty reduction, creation of new jobs, economic stability of the state and income levels of agricultural enterprises.
