dc.description.abstract The article is devoted to the actual problem of forming the concept of post-crisis cultural policy in Ukraine in the context of post-war reconstruction of the state. The author substantiates the necessity of allocating a separate area of public administration - post-crisis cultural policy, which will take into account the specific features of the post-war period, promote national consolidation and social integration of Ukrainian society. The study focuses on the insufficient theoretical and methodological elaboration of the complex of mechanisms of public administration of the development of the cultural sphere in the current crisis conditions caused by military operations and having long-term socio-economic and humanitarian consequences. A critical analysis of foreign experience in the formation and implementation of cultural policy in the context of post-crisis recovery is carried out on the example of the European Union (France, Germany), the Balkan region (Croatia, Bosnia and Herzegovina) and South Korea. The comparative analysis identified the most effective foreign practices, including: 1) digitalisation of cultural services; 2) public-private partnerships; 3) cultural mentoring and volunteering. Particular attention is paid to the mechanisms of resource optimisation, which allow avoiding additional financial costs and creation of new organisational structures. The author proposes a conceptual model of post-crisis cultural policy based on the use of existing socio-cultural resources of society, digital technologies and active involvement of public organisations and volunteer networks. The practical significance of the study is to provide clear recommendations to public authorities on the effective implementation of the proposed mechanisms in the processes of post-war cultural development of Ukraine. The results and conclusions of the article create a basis for further research in the field of improving the state cultural policy of Ukraine. ru
