dc.description	Legal protection and protection of rights are not identical concepts: legal protection is an abstract, law-making and law-enforcement activity carried out with the help of legal norms and within the framework of legal norms; protection of rights is an activity aimed at observing rights and freedoms, protecting them from encroachments. The content of administrative and legal protection is divided into three levels by the methods of administrative activity of public administration (application of administrative coercion measures): the first level of administrative and legal protection is provided by the public administration in the process of preventing and deterring offences: administrative and preventive protection or administrative and legal protection in the narrowest sense; the second level of administrative and legal protection is provided by the public administration when restoring the violated right: administrative and legal protection, or administrative and legal protection in the narrow sense; the third level is a combination of administrative and legal protection of the first and second levels, when the public administration comprehensively prevents and restores the violated right: administrative and legal protection in the broadest sense	ru
