dc.description.abstract The impact of the war on the state and functioning of the higher education system of Ukraine is comprehensively examined, with particular emphasis placed on educational, personnel, financial, psychosocial, and security-related factors. Changes in the formats of the educational process are analyzed, including the transition from face-to-face instruction to distance and blended learning, as well as regional differences in the capacity to provide in-person education. Statistical data on various educational indicators are examined, including the number of higher education institutions and students, the number of academic and teaching staff, and international students, along with their dynamics during the wartime period. Issues related to the psychological well-being of participants in the educational process, the relocation of higher education institutions, and the decline in financial support for the sector are also considered. The consequences of prolonged online learning for the quality of professional training, academic motivation, and the socialization of higher education students are analyzed. The interrelationship between security conditions, personnel losses, and educational quality is revealed as a long-term risk to the country’s human capital. Strategic priorities for the development of higher education are outlined in the context of European integration, digital transformation, and the achievement of the Sustainable Development Goals. Particular attention is given to the priorities of post-war recovery, including the restoration of educational and research infrastructure, the return of human resources, and the enhancement of institutional autonomy within higher education institutions. The study emphasizes the necessity of a comprehensive recovery strategy that integrates international support, public policy measures, and the institutional capacity of higher education institutions. ru
