Abstract:
This article examines tolerance as a fundamental component of cognitive security in Ukraine under the conditions of hybrid warfare. It highlights the growing importance of developing resilience to disinformation, manipulation, and polarization, which are commonly employed as tools in hybrid threats aimed at destabilizing societies. The study argues that tolerance – understood not only as a moral value but also as a strategic social practice – plays a crucial role in preventing the escalation of conflicts based on language, religion, ethnicity, or political beliefs.
The research emphasizes that fostering a culture of tolerance contributes to societal cohesion, critical thinking, and psychological resilience, thereby strengthening the overall cognitive security of the state. Particular attention is given to the responsibilities of governmental and self-governing institutions in this process. The article proposes practical approaches to integrating tolerance into public policies, educational curricula, community initiatives, and media literacy programs.
Through specific examples, the study illustrates how tolerant practices can enhance a society’s resistance to cognitive and informational threats by encouraging inclusive dialogue, trust, and mutual respect. It also underscores the need for intersectoral cooperation – between educational institutions, civil society, and public authorities – to build a comprehensive system for safeguarding humanitarian and cognitive security in times of hybrid aggression. The conclusions offer strategic directions for policy development and institutional action in Ukraine and other democracies facing similar challenges.
