THE ANTHROPOCENTRIC PARADIGM AS A FACTOR IN THE TRANSFORMATION OF CONTEMPORARY PUBLIC ADMINISTRATION MODELS

Abstract

The article presents a comprehensive philosophical and methodological analysis of the anthropocentric paradigm as a key factor in the transformation of contemporary public adminis- tration models. It is substantiated that the long-standing dominance of classical and technocratic approaches, particularly Traditional Public Administration and New Public Management, has produced an instrumental-rational logic of governance, in which individuals have historically been perceived primarily as objects of administrative influence or recipients of public services.
